Soon, pay spot fines for littering in city

NEW DELHI: The North Delhi Municipal Corporatio­n has directed its officials to fine at least 3,000 people found littering garbage, spitting, defecating or dumping building material in the open every day.

The order was issued by north corporatio­n commission­er Madhup Vyas during a joint meeting with senior officials this week.

“We want to ensure the residents adhere to the municipal waste management rules. The commission­er has directed senior official to empower inspectors and assistant sanitary inspectors to issue on-the-spot challans and take other punitive action to discourage people found littering garbage, spitting, defecating or dumping building material in the open, “said a senior North Corporatio­n official.

All sanitary and assistant sanitary inspectors have been given directions to issue at least five challans everyday. “We have about 450 SI and ASIS in the job, so we are assuming that at least 2,500-3,000 challans will be issued every day,” said the official .

The action will be taken in accordance with the Solid Waste Management By-laws 2018 that were notified for the National Capital Territory of Delhi (NCT) of Delhi by lieutenant governor (L-G) Anil Baijal on January 15.

However, none of the three civic bodies have implemente­d the by-laws completely, such as taking money from households for collecting their waste.

The by-laws include door-todoor collection of garbage, developing decentrali­sed or semi-de- centralise­d systems to process waste and imposing penalty on those who dump solid waste in vacant plots and burn them in the open.

“Though the agency has decided not to take user charges(monthly garbage collection charges) from the public for the time being, fines will be imposed (as mentioned) on people disposing garbage in the open,” said the official.

The sanitary inspectors and officers can charge up to Rs 750 from a person who does not segregate waste in a proper manner.

Similarly fines up to Rs 500 can be issued for urinating or defecating in the open, and disposal of waste by burning.

Failure to deal with constructi­on and demolition waste in accordance with the by-laws will attract challans between ₹200 and ₹5,000.
