Maria Butina, 29, was arrested on Sunday and the criminal complaint against her was unsealed in a Washington court where she appeared on Monday. She is in the US on an F-1 student visa and was enrolled at the American University.
People working as agents and representatives of foreign governments in the US must register with the justice department under the Foreign Agents Registration Act, state their work and purpose, and disclose their source of funding.
Butina is alleged to acted as “an agent of Russia inside the United States by developing relationships and infiltrating organisations having influence in American politics for the purpose of advancing the interests of the Russian Federation”. She allegedly worked with a Russian official from sometime in 2015 to “at least” February 2017.
The Russian official has not been named in the criminal complaint, but has been described as a former legislator of the Russian Federation who went on to become a top official at the Russian Central Bank.
