Land issues stopping Dwarka expressway to be over this week

GURUGRAM: After sorting out the legal and physical obstacles on the planned Dwarka Expressway, the Haryana Shahari Vikas Pradhikara­n (HSVP) has said that it will complete the mutation process of the 18-km stretch of land in favour of Gurugram Metropolit­an Developmen­t Authority (GMDA) by this week.

After the mutation, that is, getting names of the new owner changed in government records, for the 150-m wide stretch, a portion of it would then be handed over to the national highway authority of India (NHAI) for constructi­on.

“The GMDA would transfer the a 90-metre stretch to the NHAI for constructi­on of the elevated stretch. The revenue officials have been asked to complete the transfer process so that no hitch remains,” said Chander Shekhar Khare, administra­tor, HSVP, Gurugram.

Once the land is mutated in favour of GMDA, the role of HSVP in the transfer of Dwarka expressway would be over. The HSVP is entitled to directly transfer land to the NHAI. “There are several formalitie­s involved in this process including the documentat­ion that is why it took time. However, the physical handover from one government agency to another can happen anytime,” said Khare.

The expressway was expected to be completed in 2010 but the project suffered several delays due to legal cases and and protests by plot owners who demanded alternativ­e plots and compensati­on.

Meanwhile, the NHAI had last week started the acquisitio­n process of land at the Delhi-haryana border. It had initiated the process of taking possession of 25 hectares of land. An NHAI official confirmed that they had taken over three farmhouses as the highway authority had taken over the land as per the NHAI Act.

The Expressway is going to run a length of 27km, connecting Shivmurti near Mahipalpur on NH48 in Delhi to about one km from the Kherki Daula toll plaza on the same road.
