SC PANEL AGAINST RAIL EXPANSION PROJECT IN GOA
PANAJI: In a big win for environmental activists in Goa, the Central Empowered Committee constituted by the Supreme Court has said there is “no justification” for undertaking the doubling of the existing single line railway tracks between Tinaighat in North Karnataka and the port town of Vasco da Gama in Goa — that cuts across the ecologically sensitive Western Ghats — and recommended that the permissions to the project be revoked.
In its report, which was submitted to the Supreme Court, CEC also recommended that the Goatamnar 440KV power line be set up along the alignment of the existing powerline so that fresh forest areas are not intruded into.
The trio of projects was opposed by environmental activists in Goa who feared the projects would irreversibly damage the sensitive and biodiverse ecosystems of the region recognised as one of the world’s top biodiversity hotspots.

Only online submission of bids is permitted, therefore; bids must be submitted online on website www. hptenders.gov.in. The technical qualification part of the bids will be opened online at 11.00 A.M Hours on above mentioned date in the office of Superintending Engineer, 3rd Circle HPPWD Solan by the authorized officers. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened online on the next working day at the same time.
The bidder is not required to quote his rate for routine maintenance. The rates to be paid for routine maintenance are indicated in the Bill of Quantities. Further, the payment for routine maintenance to the contractor shall be regulated based on his performance of maintenance activities.
All the required materials like Cement/steel/bitumen/explosive etc shall be arranged by Contractor at his own level.
The bids for the work shall remain valid for acceptance for a period not less than seventy five (75) days after the deadline date for bid submission.
To qualify for a package of contract made up of this for which bids are invited in the same NIT, the bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts.
Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. Submission of Original Documents: The bidders are required to submit (a) original Demand Draft towards the cost of bid document and (b) original bid security in approved form and (c) original affidavit regarding correctness of information furnished with bid document as per provisions of Clause 4.4B(a) (ii) of ITB with Superintending Engineer, 3rd Circle HPPWD, Solan, on a date not later than three working days after the opening of technical qualification part of the Bid, either by registered post or by hand.
