1 year of Covid and the way forward

As the country confronts the worst humanitari­an crisis in recent years, it urgently needs policy measures to support its citizens

Employment recovery has stagnated below pre-pandemic levels and poverty has increased

As ̂oçdown restr[ct[ons eased [n subsequent mont◢sp t◢e emp̂oyment rate recovered but [s st[̂̂ not baç to [ts prepandem[c vâue. T◢e emp̂oyment rate was 94% of [ts prepandem[c ̂evê by December 2020 for men and on̂y ¯6% for women.

T◢[s weȩp t◢e Centre for Mon[tor[n↘ Ind[an Economy ◢as rêeased emp̂oyment data for January to Apr[̂ of 2021. T◢ese data s◢ow t◢at emp̂oyment recovery ◢as sta↘nated w[t◢ t◢e emp̂oyment rate rema[n[n↘ at 93% of [ts prepandem[c vâue for men and ¯3% for women.

T◢e job ̂oss and fâ̂ [n earn[n↘s (more on t◢[s ̂ater) caused a ̂ar↘e [ncrease [n poverty. We câcûate [ncome poverty us[n↘ t◢e recommende­d Nat[onâ F̂oor M[n[mum Wa↘e (Anoop Satpat◢y comm[ttee) of ₹3¯5 per day as a t◢res◢ôd. Compared to t◢e pre-pandem[c per[odp t◢e number of [nd[v[duâs bêow t◢[s poverty ̂[ne [ncreased by 230 m[̂̂[on. In proport[onâ termsp t◢e poverty rate ◢as [ncreased by 16% [n rurâ areas and 20% [n urban areas.

10% decline in mobility was associated with a 7.5% decline in income

Job ̂osses were ◢[↘◢er for states w[t◢ a ◢[↘◢er avera↘e Cov[d-19 case ̂oad. F[↘ure 1 s◢ows a state-̂evê job ̂oss representa­t[on [ndexp or t◢e rat[o of t◢e state’s s◢are [n jobs ̂ost between 2019 and 2020 to [ts s◢are [n Ind[a’s woŗforce. Mob[̂[ty restr[ct[ons as wê̂ as vôuntary reduct[onsp due to fear of [nfect[onp ̂ed to [ncome ̂osses. Goo↘̂e Mob[̂[ty data at t◢e state-̂evê put to↘et◢er w[t◢ CMIE data on ◢ouse◢ôd [ncomes â̂ows us to câcûate t◢e [mpact of decreased mob[̂[ty on [ncomes. DÊ◢[P for examp̂ep exper[enced a 50% deĉ[ne [n mob[̂[ty on avera↘e between Marc◢ and October 2020 and t◢[s was accompan[ed by a 39% ̂oss [n [ncome. On avera↘ep we f[nd t◢at a 10% deĉ[ne [n mob[̂[ty was assoc[ated w[t◢ a ¯.5% deĉ[ne [n [ncome. T◢[s number [s usefû to ̧eep [n m[nd as states [mpose or contemp̂ate [mpos[n↘ add[t[onâ ̂oçdowns. The pandemic’s economic impact was regressive in nature

On t◢e ot◢er ◢andp t◢e top 10% suffered t◢e ̂east dur[n↘ t◢e ̂oçdownp and on̂y ̂ost about 20% of t◢e[r February [ncome dur[n↘ t◢e ̂oçdown mont◢s po[nt[n↘ towards t◢e ĉear̂y re↘ress[ve econom[c [mpact t◢at t◢e pandem[c ◢as ◢ad. Quality of jobs and incomes also deteriorat­ed
