Building plan process for urban local bodies to go online in four months
CHANDIGARH : To make it easy for applicants and departmental inspectors, the department of local government has started the process of implementing an online automated building plan management system (BPMS).
Under this, submission of construction proposals from building plans to requesting completion certificates is going to be made simpler and automated in all urban local bodies. Currently, the process is slow and complex for applicants leading to time and cost overruns.
“The BPMS is expected to be operational in four months. It will automate the end-to-end process from empanelment of architect, online documents submission, online fee payment, architect registration, building plan approval, and plinth level approval to completion/occupation certificate across all urban local bodies in the state,” said Satish Chander, additional chief secretary, department of local government.
For the applicants, architects and builders, the online building plan scrutiny and approval system under the BPMS will have single window mechanism for all approval process related to building plans.
Applicants will be able to submit online drawings and supporting documents. They will also be able to online deposit payments and receive acknowledgments, said Chander.
The online automated system will also help in verifying the completeness of submission and if found incomplete, it will notify the applicant through email and SMS.
The BPMS will allow the applicants to view the applications submitted by them previously, application status, payment details; message received from department or sent to department, change in building bylaws, and development rules. The automated system will facilitate the department staff to see the list of application received; awaiting information from the applicant, application history, case status, notification sent and received on the web portal.
As the first step toward achieving the web-based automated construction plan approval system, the department is inviting bids for appointment of agencies for implementing the BPMS. The selected service provider will develop an online portal for empanelment and day to day operation of third party (applicants, architect, etc) and in-house inspector. Selected bidder will also develop an online rating system of third party empanel agency and establish a system for fixation of professional liability.
