Promoted to IAS, officers get cadres

CHANDIGARH: Three officers who were recently promoted from Punjab Civil Service (PCS) to Indian Administra­tive Service (IAS) have been allotted the 2008 batch by the department of personnel and training (DoPT) of the Centre.

The three officers are are Sanjay Popli, Amarpal Singh and Mohinder Pal. The three are among the 15 PCS officers promoted to the IAS seven weeks ago.

The central ministry, which issued a detailed order fixing seniority of the promoted officers on September 27, has allotted the 2009 batch of IAS to five officers and 2010 to the remaining seven officers. Though all these officers were promoted against vacancies that arose between 2014 and 2016, seniority was allocated on the basis of years in service and the year to promotion under the IAS (Regulation of Seniority) Rules, 1987.

Besides the three promoted officers placed in 2008 batch, five officers who made it to the IAS on the basis of inclusion of their names in the select list of 2014 have been allocated the 2009 batch. They are Babita, Gurpreet Singh Khaira, Bakhtawar Singh, Gurinder Pal Singh Sahota and Tej Partap Singh Phoolka. Seven officers, who made to the IAS against vacancies those arose in 2015 and 2016, have got the 2010batch seniority.

The Centre had notified the promotion of these offices on August 23 after their names were cleared by a selection committee comprising representa­tives from the Union Public Service Commission, DoPT and the state government. Last week, the DoPT also promoted PCS officer Praneet to the IAS.

As per rules, the PCS officers are to be promoted to the IAS each year, depending on the number of vacancies in the cadre. However, the promotions were delayed as the process of fixation OF seniority of PCS officers remained caught in legal tangles.
