REVENUE DEPT STARTS STAFF TRAINING

CHANDIGARH:The Punjab revenue department will run a series of training programmes for revenue officials, financial commission­er, revenue, Vini Mahajan said on Saturday.

The first in the series is a special one-day session on passing “speaking orders” on Monday. As many as 50 IAS and PCS officers are expected to join the session.

The administra­tive work in the government department­s require passing the orders for which legal understand­ing comes added advantage, Mahajan said.

“The subjects being handled by revenue officials are legal and complex. They need to understand legal nuances and awareness of various pronouncem­ents. So, this session has been arranged to cut appellate work and lessen the element of arbitrarin­ess in the court proceeding­s,” she said.

The orders passed by the revenue officials are expected to be detailed orders, citing merits and demerits of the case, the verdict is expected to be the outcome of weighing of pros and cons, it must “stand up to the test of judicial scrutiny,” said NS Sangha, adviser, Punjab Land Records Society.

At a later stage, the department would organise a special two-week training programme for district revenue officers (DROs). They would be developed as master trainers for their subordinat­es and pass on their experience­s to naib tehsildars, who in turn will train kanungos.
