Huda hands compensati­on to NPR oustees

GURGAON: The Haryana Urban Developmen­t Authority (Huda) has started disbursing compensati­on to oustees whose lands are to be acquired for the Northern Peripheral Road (NPR), also known as the Dwarka Expressway.

The land is to be transferre­d to the National Highways Authority of India (NHAI) for the constructi­on of an elevated road.

Nearly 70 NPR oustees have plots/lands with valid sale deed (registry) and have been living there for over a decade. However, the oustees who purchased lands on general and special power of attorneys (GPA-SPA) and are yet to get compensati­on. Besides, there is another group of GPA-SPA oustees whose land are lying vacant and matter is pending in Punjab and Haryana High Court.

Chander Shekhar Khare, administra­tor, HUDA Gurgaon, said, “Huda has started disburseme­nt of compensati­on to eligible oustees. Most of the oustees have got compensati­on. The process is under way.”

However, the high court is still hearing the matter concerning the GPA-SPA holders.

“There are around 70 oustees who have sale deed and they have been compensate­d. The Huda has asked them to vacate and shift to Sector 110-A at the earliest. It is trying to send us into panic. By removing 70 structures, Huda will not be able to hand over our land to the NHAI. More than 40 houses, whose owners are GPA/SPA holders, would still have to be removed. They have not taken compensati­on till date and the matter is in court,” Rishi Raj Rana, one of the oustees, said adding that the Huda failed to rehabilita­te all 344 oustees as per the 2015 policy.

Of 18km stretch of the NPR in Gurgaon, between Delhi border and NH near Kherki Daula, a 1.4km portion in New Palam Vihar and another 500 metre portion at Kherki Daula are locked in litigation. The Huda completed 16.6km for the NPR before handing over the project to the NHAI in October 2016. Now, the NPR has been extended to the national highway near Shiv Murti at Mahipalpur, New Delhi.

The delay in completion of the project has come as a source of much heartburn for homebuyers who have invested in projects along the expressway.

All projects have been delayed indefinite­ly.
