Hry FM launches online portal for release of grants to depts
CHANDIGARH: Haryana finance minister Capt Abhimanyu on Wednesday launched the online portal for the release of grant-in-aid to all the departments.
Talking to mediapersons here, he said Haryana is the first state in the country to have taken such an initiative which aims at speedy and hasslefree disposal of departments’ proposals.
The finance minister, who made an online transaction of Rs 84.58 crore to the health department under the National Health Mission (NHM) on the occasion, said that in future all government departments would have to keep a single bank account for all their transactions.
If any department desires to open more than one account, it will have to take prior permission from the finance department by giving complete purpose and justification for the same.
He said that the finance department have started the work to gather information about bank accounts of various departments, boards and corporations and local bodies for which all the drawing and disbursing officers (DDOs) have been asked to give this information in a prescribed format.
He added that information of about Rs 7,530 crore in bank accounts of 257 units has so far been received and with a view to ensuring the optimum utilisation of this fund, a non-banking financial company (NBFC) — Haryana State Financial Services Limited (HSFSL) — was being set up. This company would be registered with the Reserve Bank of India (RBI) so as to enable it to work as a NBFC, he added.
Earlier, principal secretary (finance) TVSN Prasad said 9,300 drawing and disbursing officers and 105 treasury officers have been imparted special training and about 50,000 bank accounts of various departments, boards and corporations would be made online from Wednesday onwards.
