Notice to CBI on plea to summon Capt’s security adviser

MOHALI: The CBI special court, Mohali, on Wednesday issued notice to the central agency for summoning Khubi Ram, chief security adviser to Punjab chief minister, as an additional accused in a 1993 case concerning the killing of six persons, including Baba Charan Singh, in Tarn Taran.

The notice was issued by special judge CBI Karunesh Kumar, on an applicatio­n filed under Section 319 of Criminal Procedure Code (CrPC) filed by Surjit Kaur, wife of Baba Charan Singh, who had also lost her five other relatives. The CBI is expected to file a reply on September 21.

KHUBI RAM POSTED AS SP DURING INCIDENT

Ram was posted as SP (operation), Tarn Taran, when the incident took place. The case was handed over to the CBI in 1997. The challan in the case was filed in 2001. The court was told that in 1992-93 her husband and five others were picked up by police and kept in illegal police custody for 43 days where they were tortured.

CBI investigat­ions had concluded that Sant Baba Charan Singh and his three brothers Meja Singh, Kesar Singh, Gurdev Singh and his brother-in-law Gurmej Singh and his son Balwinder Singh and nephew were abducted from different places and after illegal detention, false cases were registered against them. Later, they were shown as killed during their bid to escape the custody.

The applicatio­n was moved after Kanwar Singh Dhami deposed before the court that he had shared the cell in Tarn Taran with Baba Charan Singh, who had told him that he and five of his relatives were tortured by the police.

Dhami had alleged that Khubi Ram, who was SP (operations) then, and had received directions from his superiors, to eliminate Charan Singh.
