“We have prepared the roadmap and software to be used for the purpose. A presentation of this would be held before secretary, housing and officials of Lucknow, Ghaziabad, Kanpur, Meerut development authorities and UP Housing and Development Board on April 29 to take a final call on introducing the facility,” said an official. The move is part of ease-of-doing business initiative announced by the state government.
Integration of work processes and absence of uniform building norms were acting as a major hurdle in the introduction of an online approval system as different development authorities and housing agencies had different construction bye-laws.
“We have now prepared model building bye-laws, revised and simplified norms and procedures that would enable faster-delivery in granting approvals,” pointed out an Awas Bandhu official, the nodal agency for the project.
He said several central government departments had already implemented a similar online platform for giving sanctions through a no objection certificate application system. Applicants would also be able to track the status of their application under the system. The union ministry of civil aviation and the ministry of culture are using colour-coded zoning maps for speedy disposal of applications for undertaking construction activity in restricted areas such as near the airports and ASI protected monuments, he said.
“The authorities would have to decide the applications within a specific time-frame failing which permission would be taken as deemed,” said the official.
Lucknow Development Authority (LDA) recently announced e-payment facility for allotees’ on its web-portal in a tie-up with HDFC Bank.
The development agency also claims to have digitized information related to around one lakh residential and commercial properties and made it available online on its website. “We are already providing online facilities for applying under our housing schemes and a host of other services like regular updates related to new schemes, lottery draws, tenders status of your application and important notices, orders through a dedicated short messaging service (SMS),” said LDA VC Satyendra Singh.
