Top police officials have come up with a nine-point formula to evaluate the performance of district police in arresting dreaded criminals and people accused of heinous crimes. The plan is being enforced in 11 districts of Lucknow zone and may be introduced across the state if it proves useful in curbing crimes . “The basic plan is of day-to-day monitoring of arrests made in different crimes . The plan has already been enforced in Lucknow zone and we are analysing its impact on the crime graph,” said A Satish Ganesh, inspector general (IG) of police, Lucknow zone. He said he had shared the idea with the UP director general of police (DGP) Javeed Ahmad, and it could be introduced across the state. The IG said that the monitoring had been divided into nine crime heads, including murder/ culpable homicide, attempt to murder, dowry death, rape/ gangrape, stalking, molestation, kidnapping and elopement of minor girls. He said it also included arrests and action initiated under the Gangster Act.

Ganesh explained that the data for each district in the zone had been put together and performance was being analysed on the basis of percentage of arrests. “As per record, arrests of 1,080 criminals were pending across these 11 districts on March 31, and the figure increased to 1,294 by April 5. However, arrests of 351 accused (under these nine crime heads) between April 1 to 6, brought down the number to 943.”

“District-wise data analysis suggests that Unnao and Barabanki police are among the best performers while Lakhimpur Kheri and Hardoi police are the worst performers,” added the IG.

Ganesh said 53 out of 118 people wanted in different crimes in Unnao were arrested (44.9% success ratio), and 45 out of 116 in Barabanki (38.8% success). Meanwhile, Kheri police arrested only 13 out of 77 criminals, scoring a success of 16.8%, while Hardoi police managed to apprehend 16 out of 88 criminals (18.18% success). “Performance of Lucknow police was average, with 110 criminals arrested out of 343,” he said.
