HC for probe into recruitmen­t of ROs

The Allahabad High Court directed on Thursday principal secretary, legislativ­e assembly, to conduct an inquiry into the alleged fraud in recruitmen­t of 107 review officers (RO) and assistant review officers (ARO) in the state secretaria­t.

The Bench comprising justice AP Sahi and justice DS Tripathi passed the above order while disposing of a petition filed by Deepak Kumar Rai and 18 others.

The petitioner’s contention was that on November 25, 2015 an advertisem­ent for recruitmen­t to the post of RO and ARO was issued. The petitioner­s also applied for the post and result of the written examinatio­n was declared in September 2016 and 1113 candidates were called for interview. However, interview of 1113 candidates was conducted in 4 days only on an average of 278 candidates per day.

Appearing for petitioner, advocate RP Sinha argued that the final results were declared but the cut off marks and caste of successful candidates were not disclosed. “One of the candidates, Saurabh Singh, who was just 19 years old and was underage at the time of filling of forms was also declared successful in the recruitmen­t process,” Sinha said.

Details of 6 candidates who were recruited on the posts of RO and ARO though their names were not in the final list of successful candidates were given. Further in the petition, name of more than a dozen successful candidates were given who all were resident of Siddhartha Nagar and were close to a politician of Samajwadi Party.

On this, the court directed principal secretary to conduct an inquiry in this matter and disposed of the petition.

FILL TEACHING POSTS WITH PERMANENT FACULTY: HC TO AU

The Allahabad high court on Thursday directed ministry of human resources to pass orders to ensure that selection of permanent faculty be made on teaching posts of Allahabad University (AU) which are either vacant or filled through guest lecturers.

A bench comprising Justice AP Sahi and Justice DS Tripathi passed the above order while disposing of a petition filed by Dr Mahendra Shankar Singh, a guest lecturer of faculty of geography, AU. The court, however, said Singh may be allowed to continue for the current academic session. The court also directed the AU to pay the remunerati­ons and other dues of Singh within 3 days.

Singh in his petition had said he was a teaching staff of faculty of geography. But the varsity had stopped paying his salary since 2015. Petitioner requested the court for payment of his dues and regulariza­tion of his services.

The bench said that tenure and terms of guest faculty cannot be allowed to continue beyond the contract period.

The court observed that “AU must hold selection process timely instead of filling vacancies through guest lecturers”.

HC SUMMONS PRINCIPAL SECRETARY

The Lucknow bench of the Allahabad high court has directed the principal secretary, Panchayat Raj department, to appear before it on May 22 and explain whether Nyay Panchayat has been constitute­d in UP or not and if not what is the reason. This order was passed on May 17 by a division bench of justice Sudhir Agarwal and justice Virendra Kumar-ll on a writ petition filed by one Ram Narain Gupta in 2008.
