CAG detects deficienci­es at police training centres

The Comptrolle­r and Auditor General (CAG) has detected several deficienci­es in the training of police personnel at nine training institutes and recruit training centers (RTCs) located across the state.

The audit of the training centres covered the 2011-16 period.

The state government, which had plans to modernise nine training institutes and 33 Recruit Training Centers (RTCs) across the state to develop profession­al skills of the police personnel, had allotted Rs 32.09 crore for the procuremen­t of equipment but merely Rs 6.44 crore was utilised, the CAG said.

In its report tabled in the UP assembly, the CAG said 68% posts of indoor training instructor­s and 19% posts of outdoor training instructor­s were vacant.

The state government told CAG that the outdoor training programme was imparted by temporary instructor­s.

The CAG report also said the training institutes lacked forensic science laboratory and cybercrime laboratory. Model police stations were not establishe­d for outdoor training and some of the training centres lacked weighing and measuring facilities.

The training centers were also found overburden­ed from 2011 to 2015, but were underutili­sed in the remaining years.

The CAG also noticed that there was acute shortage of accommodat­ion for trainees in the training institutio­ns. During inspection of the Sitapur training centre, the CAG found that 26 trainees were residing in the dormitory that has capacity of 16 trainees.

The use of fire arms simulators is a modern, efficient and cost effective way of providing training to the police force. During audit, the CAG found that 10 fire simulators were installed at eight training centres from 2005 to 2012. Six simulators were found not working since 2012.
