SOLUTIONS THAT EMERGED
After a marathon discussion with panellists and other stakeholders, Senior Resident Editor of Hindustan Times, Lucknow, Sunita Aron, who chaired the session, presented some concrete solutions that were later handed over to UP deputy CM Dinesh Sharma. Some of the solutions suggested : Terms like ‘Trolling’, ‘Cybercrime’ and ‘Cyber Harassment’ should be well defined in Indian context. Not necessary to lodge an FIR. One should contact the women helpline. Inter-country investigations are necessary. Rules regarding electronic evidence should be framed. Building the capacities of police and judicial officers is a must. Community based awareness programmes needed . Legal framework to regulate over-the-top content required . Legal provision development to control cyber harassment needed. Procedure for filing a complaint should be made clearer and simpler. There should be a well framed system for online reporting like Hotline and lodging complaints in ‘e-complaint’ form etc. Mobile phones should be equipped with antivirus . Proper training of officers regarding SOP formulation and operationalization of devised protocols required. Need to come up with rules regarding protection of electronic evidences under S.67C of IT Act. Legal backing so that evidences collected can be used in court. All service providers should put their servers in India, to track IP address and decipher encrypted data.
