Buckling under pressure of thousands of pending complaints from home-buyers, the UP Real Estate Development Authority (UPRERA) has decided to pass over the buck to vice chairmen of development authorities.

Apart from secretary RERA and a special secretary housing, vice chairmen of seven development authorities have been authorised to dispose off homebuyers’ complaints in their respective area of jurisdiction within two months.

For prompt disposal of complaints and better management, the entire state has been divided into 16 divisions.

developer/promoter/coloniser either online or through post and the same would be decided within two months,” said Abrar Ahmed, secretary, UPRERA.

The order, he said, was passed by principal secretary, housing as UPRERA chairman exercising and delegating his powers under section 81 of the Act.

More than three months after RERA came into force in the state, the UP government has been unable to set up a fullfledged functional authority and appoint staff required to ensure its implementation in letter and spirit. Complaints related to UP Housing Board and Ghaziabad Development Authority, however, would be dealt with by the chairman himself.

While secretary Ahmed would look after complaints from Noida and Greater NOIDA, special secretary, housing, Rajesh Pandey has been made in-charge of LDA and complaints received from Basti and Devipatan divisions.

Similarly, VC GDA has been made the nodal officer for complaints from Saharanpur and Moradabad divisions, VC Meerut development authority for Agra Division, VC Moradabad for Bareilly, KDA VC for Allahabad, Jhansi and Chitrakoot, ADA VC for Varanasi and Faizabad divisions and VC Varanasi for Azamgarh, Gorakhpur and Mirzapur divisions.

Ironically, when it comes to taking home-buyers for a ride, the biggest culprit are some of these development authorities themselves, whose bosses have now been tasked to adjudicate on complaints against their co-competitors in the sector.
