New rules to improve UP 100 PRVs’ response time

Procedure to also focus on monitoring of police personnel at different levels

LUCKNOW :The state police emergency response centre, UP100, will soon get new and better standard operating procedures (SOP) to improve response time for its police response vehicles (PVRs), better patrolling, coordinati­on in attending calls and behavioura­l changes of personnel, according to top police officials.

UP director general of police (DGP) OP Singh had directed to form SOP after analysing the existing operationa­l process of UP 100 PRVs. He ordered re-evaluation of patrolling route charts, functionin­g and close monitoring of vehicles’ GPS systems after finding some major faults during surprise checking of PRVs in rural areas of Lucknow around two weeks ago.

“Two PRVs were found untraceabl­e during checking in Malihabad, as the personnel deployed on them had switched off the GPS system. Moreover, some other faults like the vehicles’ route charts and delay in attending distress calls were also found,” said the DGP.

Singh said a major fault was that PRV personnel kept waiting for the event call from UP 100 call centre even though the public gave them informatio­n directly or they were close to the spot. As per the changed SOP, the PRVs would attend the event immediatel­y and self generate the event log by informing the UP 100 call centre, he said.

The second major fault was that PRVs of one fixed route chart or area did not attend the event of another PRV’s route chart even if they were closer to the spot than another vehicle. He said this led to delay in attending the crisis call. “Under new SOP, the closest present PRV will be rushed to the spot even if it is not under their route chart or area,” he added.

Reiteratin­g that these

changes were being made to improve the response time of PRVs, he said the new SOP would effective within a few weeks.

Singh said inspector general (IG) of police, Lucknow range, Sujeet Pandey had been asked to form the SOPs after consulting superinten­dent of police (SP), UP 100 Mohammad Imran.

IG Sujeet Pandey said the SOP would also focus on monitoring of PRV personnel at different levels. He said complete checking roasters would be maintained with circle officer, police station in-charges and UP 100 in-charges at district levels. The PRV staffs would have to report on duty at their base stations (at police stations or outposts) during the time of duty change.

Pandey said the register of all complaints related to any malpractic­e or behaviour of PRV personnel would be maintained and presented before the district police chiefs by district level in-charges of UP 100 on every Friday. The district police chiefs would take action against the PRV staff if the complaint was of serious nature and inform the UP 100 authoritie­s.

He said two separate monitoring centres at UP 100 head office in Lucknow and at district levels would be constitute­d so the location of every PRV might be checked at a glance. Stern action would be taken if the GPS system was found switched off.

The IG said re-deployment of PRVs, like changes in their route charts and one stop point would be done as per the requiremen­t. Similar changes may be made in case of a crisis or important event.

“The PRVs’ route chart is also being rearranged according to the present situation. Earlier, the route chart was allocated at the launch of UP 100 over a year ago. This rearrangin­g must be done annually to improve the working and response time,” he explained.
