Unnao rape and death cases to go to CBI, FIR to be filed against MLA

Sengar visits SSP office, leaves without surrenderi­ng; CO, two docs to be suspended

LUCKNOW: The Yogi Adityanath government on Wednesday decided to recommend a CBI probe into the Unnao rape case and the death of the rape survivor’s father, an official communiqué said. Besides, an FIR will be lodged against BJP MLA Kuldeep Sengar and others under appropriat­e sections in connection with the rape allegation­s, it added.

The decisions were taken after three separate probe reports, including that of the SIT, were submitted to the government on the matter. The suspension of two government doctors and a circle officer was also ordered.

The developmen­ts followed high drama as Sengar, who has been accused by a 17-year-old girl of raping her last year, arrived at the SSP office in Lucknow close to midnight only to drive back from the place after giving TV interviews outside.

Sengar used the media hype around his likely surrender to declare his innocence after a brief scuffle between his supporter and media persons.

“I just came here to prove that I have done no wrong and would be here anytime the police wants me,” he said to TV channels. He first went to Mayo hospital to meet his wife. From there, he left for the SSP office with hundreds of his supporters.

Meanwhile, the two doctors who are being suspended are— Dr D K Dwivedi CMS and Dr Pra- shant Upadhyay, EMO. Disciplina­ry proceeding­s will be initiated against three other doctors — Dr Manoj Kumar (orthosurge­on), Dr G P Sachan (surgeon), and Dr Gaurav Agrawal (EMO) — for laxity in giving proper medical care and treatment both prior to the girl’s father being sent in judicial custody and on referral from jail to the district hospital while in judicial custody. It also decided to suspend Safipur circle officer Kunwar Bahadur Singh for negligence in handling the repeated complaints given by the victim.

Besides, family of the rape survivor will be given adequate security

The reports that the government considered before arriving at its decision included the SIT report submitted by ADG Lucknow Zone Rajeev Krishna, a separate report by DIG Prison Love Kumar on the role of the Unnao jail administra­tion for the period of detention of the rape survivor’s father in jail,

a separate report by the Unnao DM on the lapses on the part of the Unnao district hospital, the official communiqué said.

Earlier, all through the day, it was expected that an FIR would be lodged against Kuldeep Singh Sengar on the basis of preliminar­y inquiry conducted by the SIT led by ADG Lucknow zone, Rajeev Krishna.

Krishna confirmed that he had submitted the preliminar­y report to the home department. The victim’s father, who was handed over to the police after allegedly being assaulted by the MLA’s brother Atul Singh Sengar and his aides, had on Monday succumbed to injuries at Unnao district hospital while in judicial custody.

A police official had said the role of the local policemen and the doctors, who carried out medical examinatio­n on the girl’s father before sending him to jail, had come under scanner after preliminar­y investigat­ion.

Atul and four others were arrested on Tuesday for assault on the girl’s father that led to his death.

The SIT visited Unnao to record the statements of the girl and her family members.

The SIT also recorded the statements of doctors in Unnao district hospital who had examined the girl’s father before he was sent to jail.
