ALLAHABAD: The Central Bureau of Investigation (CBI) on Saturday registered its first FIR against unknown ‘private persons’ and officials of Uttar Pradesh Public Service Commission (UPPSC) in connection with a probe being conducted by it into recruitments conducted by the commission between April 1, 2012 and March 31, 2017 in UP.
“The FIR has been registered by CBI deputy SP Satender Singh who is heading the probe, under relevant sections of the IPC and Prevention of Corruption Act, 1988 for various offences including criminal conspiracy, cheating and criminal misconduct by public servant,” said a spokesperson for the CBI.
The FIR was registered after CBI officials detected anomalies in the selections made in combined upper subordinate examination-2015.
Earlier, CBI had registered a preliminary enquiry on the allegations that unknown persons and unknown officials of UPPSC, Allahabad, committed irregularities in the examinations.
Various complaints were received alleging irregularities in the UPPSC, in the name of moderation, scaling, interview, changing of answer booklets, examination not being cancelled despite questions being leaked, violation of rules relating to reservation, more marks given to candidate of a particular region and caste etc, the spokesman added.
The FIR, a copy of which has also been made available on the official website of CBI, claims that during course of inquiry the officers of UPPSC did not cooperate and failed to part with various
information on one pretext or the other. However, the inquiry conducted so far reveals officials of UPPSC had connived with some other persons/candidates for their selection especially in upper subordinate examination 2015 (PCS-upper 2015), the FIR points out.
The inquiry by the CBI team revealed that UPPSC had made recruitment on 521 posts through PCS-2015 exam and in it moderation was done in the compulsory subjects like general Hindi and essay. UPPSC violated Supreme Court guidelines issued in case titled ‘Sanjay Singh Vs UPPSC’ vide order dated January 9, 2007, the FIR states. It also claims that inquiry had also revealed that in PCS2015 exam, moderation was done and reports were submitted by the moderators in an arbitrary manner.
