IAS association to urge Centre not to debar officers for deputation
LUCKNOW: The Uttar Pradesh IAS Association has decided to urge the Centre not to debar IAS officers from being considered for empanelment as additional secretary and secretary keeping in view of delay at state government level in sending requests for central deputation at joint secretary level.
The association will also request the state government to reserve the posts of municipal commissioners and vice-chairman of development authorities for officers of the state IAS cadre to provide them more exposure in the urban development sector.
“The association wants that officers should not be debarred from empanelment at additional secretary and secretary level if they have shown interest in going on central deputation at joint secretary level,” said the association’s secretary Alok Kumar.
Issues concerning the officers of state IAS cadre were discussed in the executive committee meeting on Monday evening.
“We are demanding an open door policy for officers willing to go to Government of India or vice versa, especially, since their not working for at least three years as joint secretary level may debar them from being considered for empanelment as additional secretary and secretary. If the state government delays the applications of state IAS officers, we will request the union government not to debar the officers who have shown interest in deputation,” a member of the executive committee said.
“UP’s IAS officers do not have sufficient exposure to urban development sector. We will request the state government for a cadre review and mark the posts of municipal commissioner and vice-chairman of development authorities for IAS officers,”

Kumar said.
The association’s demand is likely to upset PCS officers who have also been demanding that the posts of municipal commissioner and vice-chairman of development authorities be given to them.
This was the first meeting of UP IAS Association after its annual general meeting (AGM) held during the IAS Week in December 2017.
“The AGM had decided to hold the executive committee meeting every two months. Now, we will hold the meetings regularly,” said Kumar.
Other issues discussed in the committee meeting included delay on the part of state government in granting no objection certificate (NOC) to husband of a woman IAS officer from state cadre who wants to come to UP on the basis of marriage.
“Association will request the state government to take a sympathetic view,” said another member of the committee.
It was decided in the meeting that efforts would be made for expeditious nod of parliament to the proposed amendment to Section 13 (1) (D) of the Prevention of Corruption Act (PCA) to protect honest officers.
Meanwhile, the executive committee has appointed four of its members as joint secretaries. They include Amit Gupta, Pranjal Yadav, Shubhra Saxena and Jagat Raj.
