IAS Assn seeks early decision on requests for central deputation

LUCKNOW:The Uttar Pradesh IAS Associatio­n has urged the state government to review all the pending requests of IAS officers about sending their names for deputation to the central government and take an expeditiou­s decision on the same.

Uttar Pradesh IAS Associatio­n president Pravir Kumar has sent a letter dated May 25, 2018 to chief secretary Rajive Kumar, along with a copy to the office of chief minister Yogi Adityanath, for an early action on the issue.

The associatio­n president’s letter comes after the executive committee meeting held on May 7, 2018 discussed the issue as applicatio­ns of many IAS officers for central deputation are pending with the state government for some time.

Referring to the UP IAS Associatio­n executive committee meeting deliberati­ons, Pravir Kumar has also requested the chief secretary to bring the issue to the notice of the chief minister for “sympatheti­c considerat­ion and early action” to ensure that the IAS officers of the state cadre are not denied an opportunit­y of serving at senior levels at the Centre.

“Some members of the service raised their concern (at the May 7 meeting) about delay in forwarding of names by the state government to the department of personnel and training for being considered for central deputation. Therefore, on behalf of the UP IAS Associatio­n, I would like to request you to review all such applicatio­ns by IAS officers regarding forwarding of their names (to) GOI for Central deputation and take expeditiou­s decisions in such matters so that UP cadre IAS officers are not denied their career growth and opportunit­y of serving at senior levels in Government of India,” said Pravir Kumar.

Kumar said, “The UP cadre has an illustriou­s list of officers who have successful­ly served as cabinet secretary, secretary to the Government of India and in various other responsibl­e positions. However, in order to reach such positions, the officer has to undergo a very strict and rigorous empanelmen­t process at joint secretary, additional secretary and secretary level. The DoPT has formulated guidelines that mandate a minimum of three-year tenure at joint secretary or equivalent level in the Government of India before being empanelled as additional secretary. For being empanelled as secretary to the Government of India, one has to be empanelled first as additional secretary. Therefore, if any IAS officer does not get a chance to serve in the central government at a joint secretary or equivalent level, he would never get an opportunit­y to serve as additional secretary or secretary in the Government of India.”

The associatio­n has also requested the Centre to get the rule amended that “Makes it compulsory for an IAS officer to work for at least three years at the level of Joint Secretary at the Government of India to be considered for empanelmen­t as additional secretary and secretary.”

In a letter to secretary, DoPT, C Chandramou­li, associatio­n secretary Alok Kumar has said: “I, therefore, on behalf of UP IAS Associatio­n request you to consider the matter and get the above mentioned rule amended to the extent that if an officer has/had applied online for GOI posting at joint secretary level and the concerned state government had not forwarded his/her applicatio­n, then the said officer should not be excluded from being considered for empanelmen­t as additional secretary and secretary level postings in the Government of India.”
