IAS Assn seeks early decision on requests for central deputation
LUCKNOW:The Uttar Pradesh IAS Association has urged the state government to review all the pending requests of IAS officers about sending their names for deputation to the central government and take an expeditious decision on the same.
Uttar Pradesh IAS Association president Pravir Kumar has sent a letter dated May 25, 2018 to chief secretary Rajive Kumar, along with a copy to the office of chief minister Yogi Adityanath, for an early action on the issue.
The association president’s letter comes after the executive committee meeting held on May 7, 2018 discussed the issue as applications of many IAS officers for central deputation are pending with the state government for some time.
Referring to the UP IAS Association executive committee meeting deliberations, Pravir Kumar has also requested the chief secretary to bring the issue to the notice of the chief minister for “sympathetic consideration and early action” to ensure that the IAS officers of the state cadre are not denied an opportunity of serving at senior levels at the Centre.
“Some members of the service raised their concern (at the May 7 meeting) about delay in forwarding of names by the state government to the department of personnel and training for being considered for central deputation. Therefore, on behalf of the UP IAS Association, I would like to request you to review all such applications by IAS officers regarding forwarding of their names (to) GOI for Central deputation and take expeditious decisions in such matters so that UP cadre IAS officers are not denied their career growth and opportunity of serving at senior levels in Government of India,” said Pravir Kumar.
Kumar said, “The UP cadre has an illustrious list of officers who have successfully served as cabinet secretary, secretary to the Government of India and in various other responsible positions. However, in order to reach such positions, the officer has to undergo a very strict and rigorous empanelment process at joint secretary, additional secretary and secretary level. The DoPT has formulated guidelines that mandate a minimum of three-year tenure at joint secretary or equivalent level in the Government of India before being empanelled as additional secretary. For being empanelled as secretary to the Government of India, one has to be empanelled first as additional secretary. Therefore, if any IAS officer does not get a chance to serve in the central government at a joint secretary or equivalent level, he would never get an opportunity to serve as additional secretary or secretary in the Government of India.”
The association has also requested the Centre to get the rule amended that “Makes it compulsory for an IAS officer to work for at least three years at the level of Joint Secretary at the Government of India to be considered for empanelment as additional secretary and secretary.”
In a letter to secretary, DoPT, C Chandramouli, association secretary Alok Kumar has said: “I, therefore, on behalf of UP IAS Association request you to consider the matter and get the above mentioned rule amended to the extent that if an officer has/had applied online for GOI posting at joint secretary level and the concerned state government had not forwarded his/her application, then the said officer should not be excluded from being considered for empanelment as additional secretary and secretary level postings in the Government of India.”
