OUTGOING CHIEF SECY KUMAR FAVOURITE TO HEAD UPRERA

LUCKNOW : Outgoing chief secretary Rajive Kumar could be the new chairman of the UP Real Estate Regulatory Authority (UPRERA), a position for which he has applied, government sources said. “We have received three fresh applicatio­ns for the post of UPRERA chief, including one from Kumar,” a senior UP housing department official said.

LUCKNOW: Outgoing chief secretary Rajive Kumar could be the new chairman of the UP Real Estate Regulatory Authority (UPRERA), a position for which he has applied, according to government sources.

“We have received three fresh applicatio­ns for the post of UPRERA chief, including one from Kumar,” confirmed a senior UP Housing department official associated with the appointmen­ts process.

Besides Kumar, who is due to retire on June 30, others who have thrown their hat in the ring for the coveted position include a former senior IAS official of Bihar and another ex-civil servant, who has done a stint at the Centre. “The last date for applying was June 25 and the appointmen­t has to be done by July end. Applicatio­ns were invited for the position of chairmen of UPRERA, chief of appellate tribunal each of which will also have three full time members,” said the official.

This is the third time that UP Government had advertised the vacancies following a rap from the Allahabad high court over the delay in setting up the full-fledged regulatory authority even a year after it came into existence in the state. Principal secretary, Housing, is the officiatin­g UPRERA chief as of now. With hectic lobbying by powerful bureaucrat­s, the appointmen­ts process going on since October 2016, has been derailed twice. “We will be sending the new applicatio­ns along with the ones we received in the previous two instances to the search committee headed by principal secretary appointmen­ts, IT and personnel,” said the official. Thirteen applicatio­ns for the post of chairman and 37 for the post of members were received in the previous two notificati­ons for these posts, according to this official. The search committee would shortlist suitable

candidates and send names to the selection panel headed by the chief justice of the Allahabad high court and secretarie­s of housing and law department­s for a final call. While a candidate applying for the UPRERA chief has to have at least 21 years of experience and served as additional secretary at the Centre or equivalent post in the state, 15 years of experience is required for the members post.

Prominent contenders for the top job, who had applied earlier, include senior IAS officers Shankar Aggarwal, former secretary in union ministry of housing and urban developmen­t, Aradhana Johri, RP Singh, Prabhat Kumar and former chief secretary Alok Ranjan.
