Yogi govt lays stress on twotier monitoring system ahead of polls
Senior IAS officers, ministers in charge of districts and nodal officers will play a key role in system
LUCKNOW: A 70-point checklist is being handed over to senior IAS officers, who will function as the eyes and ears of the state government, to give a human face to governance and get feedback about implementation of welfare schemes in Uttar Pradesh.
Although field inspection, including night stay in villages and districts by senior IAS officers, has been introduced time and again even during the tenure of previous governments, chief minister Yogi Adityanath appears to be attaching more importance to the exercise ahead of the 2019 Lok Sabha polls.
Adityanath briefed his ministerial colleagues about the twotier spot inspection and monitoring system at a special meeting of the council of ministers convened here on Tuesday. He informed his colleagues that they will be given a copy of reports by nodal officers during their visits. The ministers should take note of the reports of the nodal officers to carry out spot inspection and send a report to his office, the chief minister said.
Under the new system, senior IAS officers and ministers in charge will pay visits to all the districts in the second and the fourth week of every month. Nodal officers will hold a chaupal (open house) in villages to get feedback and act against officers who may be lax in implementing government schemes.
The nodal officers, who will pay two-day visits every month, have been also asked to make surprise visits to villages during the daytime and cities at night.
In a circular, chief secretary Anoop Chandra Pandey said: “The objective of visits of ‘nodal officers should be to bring about a change in the lives of people and not become a mere formality….benefits of government schemes should reach people by educating government officers/ employees towards human sensitivities…. nodal officers will work as a bridge between the districts and government.”
The circular has been sent to all the nodal officers and ministers along with details about the field inspections and the 70-point check list.
A fresh list of nodal officers, assigning them districts, has been issued. Directives have been issued that there should be no change in the allotted district even if their department is changed for some reason.

The nodal officers should ensure cleanliness of government offices, work for development and beautification of parks, LED lighting of historical places and review implementation of ban on the use of polythene bags. The 70-point check list also includes
reviewing action taken in cases of heinous crime, power supply situation, anti-romeo squads, availability of medicines in government hospitals, relief measures in flood and drought hit areas, action against mining mafia and implementation of memorandums of understanding signed ahead of the Uttar Pradesh Investors Summit-2018 held in Feburary.
