Lucknow and Noida are the only two commissionerates in Uttar Pradesh.

The sixth NPC had recommended the introduction of a police commissionerate system in cities with a population of five lakh and above. Earlier, the state government had decided to transfer powers of only 15 Acts, out of a total of 27 specified by the sixth NPC, to the two commissionerates.

State additional chief secretary (home) Awanish Awasthi, who was in Noida Sunday, said the government is working towards delegating all magisterial and licensing powers to the police commissioners of Lucknow and Gautam Budh Nagar. “The police commissionerate system in both districts has been implemented. Now, the state government is analysing from all angles the matter of delegation of all powers. The process is in the final stages and I hope that very soon, the commissionerates of both these districts will have as much powers as their Mumbai and Delhi counterparts. With these, immediate and coordinated police response under a unified command system will be possible,” he said, adding that the matter will be finalised in about a week.

Awasthi added that after getting

licensing powers, the police commissionerates will be fully effective. “The new commissionerates will soon get powers to act under The Arms Act, The Sarai (guest house) Act and The Entertainment Act. After that, the commissioners

of Lucknow and Noida will have sole discretion in allocating and cancelling licenses of arms, guest houses and entertainment houses ,” he said. He said the two commissionerates will enjoy separate budgets.
