CS: INDUSTRIES IN GREEN, ORANGE ZONES CAN BEGIN OPS SANS NOC
LUCKNOW : The industrial units that fall under the green and orange zones as categorized for the purpose of Covid-19 and have no other issues pending against them can start operations immediately without having to seek a no-objection certificate (NOC) from the government.
Chief secretary Rajendra Kumar Tiwari issued directions to all the DMs and commissioners in this regard asking them to facilitate the restart of all such industries in the ‘green’ and ‘orange’ zones but in full compliance of the Central and the state government’s lockdown guidelines.
Tiwari said a self-declaration by an industry with the assurance for the compliance of lockdown rules and standard of procedures (SOPs) would be sufficient for restarting operations in such zones.
“The self-declaration form addressed to the DM will have to be given by the head of the industry con
cerned,” the CS said.
He said for the operations of industries in the red zones, DMs will take a call on self-declarations to be received from the industries. He asked DMs to complete all the action in this regard within next three days.
He said the employees of such industries that start operations after self-declaration in ‘green and ‘orange’ zones and with the DMs’ permission in the ‘red zones’ will need no pass and their identity cards issued by their employer would be sufficient.
In separate directions, Tiwari asked DMs and commissioners to appoint an incharge-officer for each quarantine home, destitute centre and community kitchen to ensure proper arrangements there. He said a district-level nodal officers should be appointed in all the districts for close supervision.
He said all village pradhans must to be told to inform the district administration on arrival of any migrant workers from other states and ensure his health test and quarantine if needed.
