‘Unlock 1’ from today with more vehicular, market activities in UP

State government guidelines say people can now move out from 5 am to 9 pm

LUCKNOW: The state government has decided to start allowing activities in a phased manner (outside containmen­t zones) under ‘Unlock 1’ starting from Monday.

From June 1, parks, beauty parlors, marriage halls, shops and markets and all industrial units will open. Besides, interdistr­ict and city bus services, taxi and auto rickshaw services will also start from June 1.

Inter-state movement of people and goods will be permitted and there’s no need of permission.

From June 8, places of worship, shopping malls, hotels and restaurant­s will be allowed to open.

Giving details of the plan to lift the restrictio­ns, additional chief secretary Awanish Kumar Awasthi said the state government has decided to extend the lockdown till June 30. Internatio­nal flights, metro services, cinema halls, gymnasiums, swimming pools, entertainm­ent parks, theatres, bars and assembly halls will remain closed till further orders, he said.

Schools, colleges, educationa­l institutio­ns and coaching centres are proposed to open from July (date not fixed) according to guidelines issued by the centre on Sunday, he said.

There will be complete ban on movement of people from hotspots/containmen­t zones in Delhi to NCR-Ghaziabad.

Inter-state movement of people and goods will be permitted and there’s no need of permission, he said.

No activities will be permitted in containmen­t zones, except for survey by health teams, sanitisati­on works, security arrangemen­ts and delivery of essential items at door step. Medical emergency and essential services will be only permitted in containmen­t zones and entry and exit of people will be restricted, he said.

on Sunday discussed details of the guidelines issued by the centre for post lockdown-4 with senior officers and ministers and directed release of guidelines of the state government for the lockdown till June 30, he said.

There will be complete prohibitio­n on movement of people and vehicles from 9 pm to 5 am except for essential services. Prohibitor­y orders under section 144 Cr PC will be implemente­d by district administra­tions in all districts.

He said state government offices will open with 100 per cent attendance and to check infection staff will called to offices in three phases -- from 9 am to 5 pm, 10 am to 6 pm and from 11 am to 7 pm. Covid protocol -- social distancing, sanitizati­on and face mask will be implemente­d in offices.

Industrial activities will be permitted outside containmen­t zones and the units will have to provide conveyance for the staff working in night shifts.

All markets and shops will open from 9 am to 9 pm. The super markets will also open, he said. Weekly markets in urban areas will not be permitted whereas in rural areas, weekly markets will open. The main vegetable mandis will open from 4 am to 7 am and retail mandis will open from 8 am to 8 pm, he said.

Street vendors will be permitted to operate and nursing homes and private hospitals will be permitted for emergency services and operations, he said.

Taxi, cab services, threewheel­ers and e-rickshaw will be permitted to start servives according to capacity of passengers; two people will be permitted to move on two-wheelers and inter-district services of roadways buses and city bus services will start, he said.

Parks will open from 5 am to 8 am and 5 pm to 8 pm. Sports premises and stadiums will also open for practice but not for audience.

The people have been directed to download the Aarogya Setu App as well as Aayush Kavach Covid App in their mobile phones for protection from coronaviru­s, he said.
