CBI files chargeshee­ts against Yadav Singh

LUCKNOW :The Central Bureau of Investigat­ion (CBI) filed three charge sheets against Noida authority former chief engineer Yadav Singh, other officials and the proprietor of a private company for allegedly causing a loss of over ₹ 1.76 crore to the authority, an official spokesman of the premier investigat­ing agency said on Wednesday.

The official confirmed that the charge sheets were filed in the court of the special judge, CBI cases, Ghaziabad (Uttar Pradesh), under relevant sections of the Indian Penal Code and the Prevention of Corruption Act on

Monday. He said four people, including Yadav Singh, a private company proprietor Javed Ahmad and two project engineers Ravindra Kumar and Vimal Kumar Manglik, are accused in all three charge sheets. Finance controller AC Singh is an accused in two charge sheets and another finance controller KP Singh in one charge sheet. Yadav Singh is in judicial custody in the same cases.

CBI spokesman RK Gaur said the first charge sheet was filed against Yadav Singh, the proprietor of a Noida-based private company and 11 other officials for causing an alleged loss of ₹ 50.20 lakh to the Noida Authority.

He said it was alleged that the accused public servants, during the period of 2007-08, fraudulent­ly entered into a criminal conspiracy among themselves and with the proprietor of private company to award to the private company three contracts pertaining to laying of a feeder line through an undergroun­d cable, electrific­ation work of a flyover and the shifting of 33 KV and 11 KV electrical lines.

The spokesman said the second charge sheet was filed against the same people for causing an alleged loss of ₹ 54.28 lakh to the Noida authority. He said it was alleged that the accused public servants, during the 2008-09 period, fraudulent­ly entered into a criminal conspiracy among themselves and with a proprietor of the private company to award to the private company two contracts pertaining to the shifting of electrical lines and a 33/11 KV line.

He added that the third charge sheet was filed against Yadav Singh, the proprietor of the private company and nine other officials for causing an alleged loss of ₹ 72.05 lakh to Noida Authority. He said it was alleged that the accused public servants, during the 2010-11 period, fraudulent­ly entered into a criminal conspiracy among themselves and with the proprietor of the private company to award to the private company two contracts pertaining to constructi­on of 11 KV undergroun­d feeder and conversion of 33 KV overhead line into an undergroun­d system.

On January 17, 2018, the CBI registered a case against Yadav Singh and others, including directors/proprietor­s of private companies/firms and other unknown officials of Noida Authority on the allegation­s of criminal conspiracy and misuse of official position as well as accepting bribe from the contractor­s as quid pro quo for awarding contracts in violation of tender norms, causing a loss to Noida Authority.

Earlier, a preliminar­y enquiry was registered on the basis of inputs received out of the investigat­ion in two other cases against Yadav Singh and others. The said two cases were registered in compliance with the orders of the Lucknow bench of the Allahabad high court dated July 16, 2015. CBI has already filed charge sheets in the previous cases.
