Edu institutio­ns to stay shut till July 31

LUCKNOW : All the educationa­l institutio­ns, including school, colleges, training, coaching institutes, will remain closed in Uttar Pradesh till July 31.

The Uttar Pradesh government on Tuesday issued guidelines for Unlock-2.0 that will remain effective from July 1 till July 31, aimed at lifting restrictio­ns imposed to stop the spread of coronaviru­s disease (Covid-19). It said along with educationa­l institutio­ns, internatio­nal flights, Metro services, cinema halls, gyms, swimming pool, entertainm­ent parks, theatres, bars, auditorium­s, assembly halls, social, political, sports, cultural, religious and large gathering will continue to remain closed.

A separate order will be issued later for the start of these activities with social distancing.

Except in the six districts of Meerut divisions – Gautam Buddha Nagar (NOIDA), Ghaziabad, Meerut, Bulandshah­r, Hapur, Baghpat -- where maximum coronaviru­s infection cases have been reported, night curfew has been relaxed up to 10 pm to give momentum to the economic activity in the remaining districts. In the six districts of Meerut division, night curfew will continue from 8 pm to 6 am till July 10.

Lockdown will also continue to remain in force in the containmen­t zones till July 31.

Giving details of the Unlock- 2 guidelines, additional chief secretary, Home, Awanish Kumar Awasthi said chief minister Yogi Adityanath had directed the officers to permit activities under Unlock- 2 according to the central government guidelines. The

officers were also directed to study the guidelines released by the Ministry of Home Affairs on Monday so as to draft the state guidelines accordingl­y, he said.

The containmen­t zones will be demarcated according to the order issued by the state Health Department on June 23 and the District Magistrate­s will notify the containmen­t zones. There will be strict restrictio­ns on the activities in the containmen­t zones and only emergency health services, supply of essential items, surveillan­ce and contact tracing works will be permitted there. Areas outside the containmen­t zones where there are chances of the spread of the infection will be declared as buffer zones.

There will be no ban on the intra-state and inter-state movement of the people and the transporta­tion of goods from the neighbouri­ng country will continue according to the agreement with the central government.

A decision on movement of people at local level in Gautam Buddha Nagar (NOIDA) and Ghaziabad districts that is located in the NCR region can be taken after discussion with the district administra­tion, police and health department officers.

The arrival of the people by passenger trains, Shramik special trains, domestic flights and the Indian citizen trapped in the foreign countries due to lockdown can be permitted under the standard operation procedure (SOP).

Vulnerable people, including those above 65 years, those with comorbidit­y (suffering with another disease), pregnant women, children below 10 years, will remain indoor and they will be permitted to move out only for health requiremen­ts.

In a video conference with the district magistrate­s in the evening, Adityanath had directed the DMs, SPs and divisional commission­ers to implement the Unlock-2 guidelines strictly.
