LUCKNOW : The Yogi Adityanath government on Thursday announced a rotation formula for reservation in the forthcoming panchayat elections, in which seats will be reserved for scheduled tribes (STs), scheduled castes (SCs) and other backward classes (OBCs) on the basis of their population.

(Rotation formula means that the seats reserved for particular categories (SCs/STs/ OBCs) in the previous elections will not be reserved for the same categories this time, as far as possible).

Panchayat polls were held in Uttar Pradesh in 1995, 2000, 2005, 2010 and 2015.

“There are 58,194 gram pradhan seats in the state, which are headed by gram pradhans. In these seats, reservation for gram pradhans will be applied on the basis of population of reserved categories,” Manoj Kumar Singh, additional chief secretary, panchayati raj, told media persons here on Thursday.

“Out of total gram panchayat seats, 330 will be reserved for STs, 12,045 for SCs and 15,712 for OBCs. This reservation is on the basis of percentage of their population,” Singh added.

“It has also been decided to reserve seats for women in zila panchayats first on seats that have never been reserved for them,” Singh added.

Out of the total 826 seats of block pramukhs across the state, five have been reserved for STs, 171 for SCs and 223 for other backward classes

During this reservation exercise the government found that two zila panchayat seats were never reserved for SCs and OBCs till date and seven were never reserved for women.

“District magistrates will publish list of seats for all posts from March 2 to 3. Objections, if any, can be made in writing from March 4 to 8. Thereafter, final list will be published between March 10-12 after clearing all objections,” said Singh.

“All seats of zila panchayat chairman, ward member, members of panchayat, gram pradhan and their members have been ascertained. The reservation status of seats in 2015 will not be repeated,” added Singh.

“Any seat not reserved for SCs till date might be reserved for this category in this panchayat elections. Same policy will be applicable for zila panchayats, other backward classes and women,” asserted Singh.
