New inmates to first stay in reception centres

CHANDIGARH: Following the recent suicide by two inmates at Hoshiarpur jail, Punjab jail department has decided to set up ‘reception centres’ in every jail for the new inmates to counsel and understand their behaviour before shifting them to the barracks.

According to additional director general of police (ADGPjails) Rohit Choudhary, while reviewing the procedure of new admission in the state jails, it was decided that all new undertrials and convicts will be received at the reception centre in each jail.

“Necessary instructions have been issued and these reception centres will function on the lines of an acclimatisation camp,” the ADGP said.

The inmates will be kept for observation in such centres for two weeks. The reception centre will have two barracks, one each for undertrial and convicted prisoners, five cells, open working shed, and an office. The reception centre will be under the charge of the welfare officer.

In a press statement, the jail department spokesperson said prisoners suspected of suffering from contagious diseases such as TB, leprosy, or mental disorder will be lodged in earmarked wards.

During the stay of prisoners at the reception centre, case history of each inmate sentenced to one year and above will be prepared; besides the criminal records, social data, educational and family background, aptitude for work and plans for rehabilitation after release.

At the reception centre, prisoners will be given orientation talks by welfare officer, deputy superintendent and jail superintendent .

Another area of focus will be to associate psychiatrists and psychologists to counsel the inmates. A committee of jail officials will classify the new prisoners within a week through interviews.
