NITI Aayog: Khattar advocates one-time benefits for poor

Haryana chief minister Manohar Lal has advocated steps to saturate the poor with all identified essential benefits and services, advocating that once the poor people get all the benefits, they should be taken off the list of the poor.

Speaking at the NITI Aayog meeting that was chaired by Prime Minister Narendra Modi, in New Delhi on Sunday, the chief minister said since not all poor households needed all the benefits, the non-poverty alleviatio­n schemes should be finetuned to extend the benefits to specific households to suit their identified needs and fill the gaps.

On the issue of measuremen­t and estimation of poverty which was yet to be finalised by experts at the national level, Khattar said, “I feel that after broad target group of the poor

people is identified by each state, as per nationally agreed parameters, a defined basket of benefits/ services could be offered to the eligible households in a new regime of graded and need-based support system.”

Direct cash transfer, based on Aadhaar, could help in updating the database.

In this manner, a dynamic poverty index of such families can be evolved and maintained, and poverty level gauged on real-time basis, he added.

Referring to Haryana’s

Vision 2030 Document, which is set to be launched soon, the chief minister said it would aim at integrated planning, decentrali­sed implementa­tion, equitable developmen­t, and building human capital and skill enhancemen­t, to ensure gainful employment.

He said that under the Haryana Skill Developmen­t Mission, 69,000 thousand youths were trained in various sectors by different government department­s in the last fiscal and that the target for 2017-18 is to train 1.33 lakh youth.
