Rohtak court quashes plea against Hooda, BC panel ex-chairman

A Rohtak court on Monday dismissed a review petition filed by Ved Prakash of Bhiwani seeking criminal cases against former Haryana CM Bhupinder Hooda, former backward class commission chairman KC Gupta, former Maharshi Dayanand University vice-chancellor RP Hooda and former sociology professor Khazan Singh Sangwan for allegedly forging data of a social survey that became basis for granting reservatio­n to Jats and four other communitie­s in Haryana.

The social survey was conducted under the Hooda-led Congress government in 2012, following which it announced 10% quota to Jats, Jat Sikhs, Rors, Bishnois and Tyagis.

Petitioner had approached the court alleging the survey conducted by MDU professor under Justice KC Gupta commission was forged and done to score political points for Hooda. He demanded that the accused be booked under Sections 166, 167, 405, 409, 420, 464, 468, 470, 477A, 468 and 120 B of IPC.

His petition was, however, dismissed by a judicial magistrate and the sessions court on the ground that he did not follow the protocol by not approachin­g the police first for registrati­on of FIR.

The petitioner, after failing to get the four booked by police, once again approached the judicial magistrate’s court, which once again dismissed his petition. He filed a review petition which was being heard in the court of additional sessions judge Ashwini Kumar.

“The court on Monday dismissed the review petition. The same survey report has been the basis of reservatio­n granted to Jats and five other castes in Haryana by the present BJP government as well,” said JK Gakhar, Hooda’s counsel.
