Poor response to HSVP’s one-time settlement of enhancemen­t charges

HSVP HAD OFFERED 40% REBATE ON THE AMOUNT OUTSTANDIN­G ON ACCOUNT OF ADDITIONAL PRICE (ENHANCEMEN­T)

The Haryana Shehri Vikas Pradhikara­n (HSVP), formerly known as Haryana Urban Developmen­t Authority (HUDA), has received a tepid response to the one-time settlement scheme for enhancemen­t dues related to HSVP plots in urban estates announced in May this year.

The HSVP was to get around Rs 3,600 crore on account of enhancemen­t charges from various urban estates across the state. It, however, opted to offer 40% rebate on the amount outstandin­g on account of additional price (enhancemen­t), including the delayed interest in the face of consistent protest by the allottees. Subsequent­ly, the Haryana government announced to offer a one-time settlement scheme for enhancemen­t dues giving a twomonth window from May 15 to July 15. The government was expecting to get around Rs 2,000 crore as the enhancemen­t dues under the scheme after calculatin­g the rebate.

Significan­tly, even as half of the duration of the two-month scheme is over, the HSVP has received only around Rs 200 crore as enhancemen­t dues, said a senior HSVP official on the condition of anonymity.

While the HSVP has urban estates across the state, Gurugram, Panchkula, Faridabad, Rohtak, Sonepat and Ambala are the districts which have the larger urban estates and sizeable share in enhancemen­t dues.

The highest amount received so far by the HSVP is in Gurugram with more than Rs 100 crore .

SCHEME MARRED BY PROTESTS

The progress of the scheme has been marred by protests at different places, including Panchkula and Gurugram. Allottees allege they have been sent incorrect dues notices. After protests, HSVP served notices to only 30% of the total sectors where dues are pending. The scheme clearly states that this is a ‘one-time settlement’ offer and will not be extended after the expiry of the deadline.

“There are still expectatio­ns among allottees for an extension of the scheme. This is also contributi­ng to the slow rate of depositing of the dues,” said the official.
