Cabinet decides to cancel appointmen­t process in scheduled and non-scheduled districts following the High Court quashing state local residentia­l and employment policy, 2016

RANCHI: The state Cabinet on Wednesday approved the Jharkhand Tribes Advisory ouncil (TAC) rules that would guide the formation of the council and Jharkhand good samaritan policy to facilitate quick hospitalis­ation of road accident victims, besides giving a go-ahead to withdraw criminal cases filed against migrant workers related to lockdown violations.

Sharing the decisions, Cabinet secretary Ajoy Kumar Singh said the new rule would replace the Bihar TAC rules of 1958. The new TAC will have 22 members in place of 19, with the chief minister as honorary chairperso­n and state tribal welfare minister as vice-chairperso­n, 15 ST legislator­s drawn from various parties, besides experts and nominated members having special knowledge about tribal welfare.

Detailing the state samaritan policy, Singh said it would facilitate in taking road accident victims to hospitals. Those who would take accident victims to hospitals would not be questioned, he said, adding that the policy has a provision of cash reward as well.

Those who would take accident victims to hospitals would not be questioned, he said, adding that the policy has a provision of cash reward (maximum ₹2,000) as well. Jharkhand had included road accidents in the state disaster list last year.

The Cabinet also approved withdrawal of cases pertaining to violation of Covid-19 protocols by migrant workers. In all, there were 30 cases lodged in different police stations of the state, involving 204 persons.

In yet another significan­t decision, the state Cabinet decided to cancel appointmen­t process in the scheduled and non-scheduled districts following the Jharkhand high court quashing the state local residentia­l cum employment policy of 2016, which prescribed 100% reservatio­n in grade III and grade IV government jobs in 13 scheduled areas for 10 years.

It also approved the amendments made in Jharkhand combined civil services rule 17(2) and fixed August 1, 2016 as the date of maximum age limit and March 1, 2021 as the date for minimum age limit.

Approval was also given for expansion of Birsa Munda Airport in Ranchi. The state government would acquire 303.62 acres of land for the purpose, of which 27.34 acre would be transferre­d to Airport Authority of India permanentl­y, Singh said.

The Cabinet also cleared decks for appointmen­t of DK Tiwary as the next state election commission­er. The former IAS officer served as the state chief secretary till last year.

State budget session from February 26

The budget session of Jharkhand assembly will begin from February 26. The Cabinet approved the parliament­ary affairs department’s proposal on Wednesday.

The session would conclude on March 23. The state budget for financial year 2021-22 will be presented on March 3, Cabinet secretary Ajoy Singh said.
