Law college scam: ACB to file 2nd case

ACB HAD FILED A CASE AGAINST FACULTY FOR MISAPPROPR­IATING FUNDS MEANT FOR REMUNERATI­ON OF GUEST FACULTY

The Anti Corruption Bureau (ACB) will soon file cases against the faculty of the University Five Year Law College (UFYLC) for misappropr­iation of funds — meant for library expenses and repairs — between 2008 and 2013, officials said on Friday.

The developmen­t comes a day after the ACB filed a case against the faculty of the college, including the then directors (2008-2013) for misappropr­iating funds meant for remunerati­on of guest faculty.

“During our investigat­ion, we found that the then faculty paid remunerati­on to guest faculty members from January to December, which is not possible as there are holidays,” said Shankar Dutt Sharma, additional SP, Jaipur city-I, ACB.

ACB officials added that they analysed hundreds of documents from the past one year to zero in on the discrepanc­ies. “We have unearthed a ₹1.42 crore scam involving honorarium of guest faculty. Guest faculty is brought from outside the university but in some cases, the directors listed themselves as guest faculty and took money,” said Sharma. The cases have been registered against several senior academicia­ns, including then director GL Karkara, Manju Koolwal, cashier RA Akar and several other employees of the college working at that time.

“We have also found discrepanc­ies in handling funds meant for procuring books for the library and other repair works and will file a case soon,” said another senior ACB official.

Sharma said that the extent of free hand given to the staff at the time could be gauged from the fact that funds meant for repair works were directly transferre­d to the accounts of the staff members. “During an audit in 2010-11, these issues had cropped up and the report mentioned the discrepanc­ies. In spite of the report, no action was taken by the university,” said Sharma.

ACB officials said that they are investigat­ing the involvemen­t of other people associated with the scam involving UFYLC, which is one of the seven constituen­t colleges of University of Rajasthan.
