Justice Mahesh Chand Sharma had some suggestions for welfare of cows at Hingonia cow shelter in Jaipur. Excerpts from the judgment.

Land of the cow shelter should remain free of government or non-government encroachments. Government should name the land as cow shelter in revenue records.

Jaipur Municipal Corporation to ensure budget for its maintenance is released on 15th of every month.

Directorate of Gopalan to ensure adequate finances for boundary wall, new sheds, warehouse, fodder, water, telecommunication and biogas plant in view of the bovine population.

Timely monitoring to ensure funds are not misused. Head of anti-corruption bureau to submit quarterly report in court.

Forest department to plant 5,000 saplings every year.

JDA commissioner, JMC CEO and UDH secretary to inspect the facility at least once a month to resolve issues in maintenance or otherwise. The officials should resolve issues within 15 days pointed out by court commissioners or a 6-member body during their visit to the shelter.

If the Hare Krishna Movement Jaipur Charitable Trust, which has adopted the facility and improved situation there, wishes to start a vedic school or any related institution, it should be allowed if this is part of the agreement between the trust and the government.

The government and JMC should support the trust till eternity.

A six member committee of senior advocates to ensure that decision passed on March 16, 2012, is followed.

Action should be taken against individual found irresponsible in serving duties at cow shelter.
