obtained permit from the competent authorities to go on leave to foreign countries with the condition that expenditure would be borne by the officers themselves.
“Subsequently, the officers were applying for all-India LTC under travel regulations for the period of sanctioned leave,” the report said.
The bills of these officers were cleared though not admissible under travel regulations, it noted.
In its reply to the audit findings, the defence ministry said in January 2017 that an internal inquiry into the matter found there was ambiguity in the interpretation of the rules – the CAG did not find the reply convincing. The ministry also said full recoveries would be made from the officers concerned along with penal interest. The CAG has raised serious questions about the reliability of the indigenously-developed surface to air Akash missile inducted by the IAF, revealing that a third of the missiles tested failed.
Out of 80 missiles received up to November 2014, 20 missiles were test fired during April-November 2014. Six of these missiles i.e., 30%, failed the test,” the report said. The auditor said preliminary analysis revealed that the missiles fell short of the target and were low on velocity.
Congress vice-president Rahul Gandhi hit out at the NDA government on Saturday, alleging that strife started in several states, including Jammu and Kashmir, after it came to power at Centre in May 2014.
He claimed that the prevailing unrest in parts of the country under its rule was benefiting the the RSS, China and Pakistan.
“After the NDA came to power in Delhi, conflicts started in several states. There was peace in Jammu and Kashmir. Terrorism there had nearly come to an end during the UPA rule,” he alleged.
“We held talks with people from various sections... our idea was to reach out to people, provide jobs to the youth. We conducted Panchayati Raj elections,” he said.
Gandhi was interacting with tribal students during a programme, ‘Amcho Hak’ (our rights), organised by the National Students Union of India here in Chhattisgarh.
“When we came to power in 2004, we gradually controlled terrorism in J&K and it nearly came to an end. But now unrest is everywhere in the country--Srinagar, Sikkim and Bastar,” the Amethi MP alleged.
“Peace has vanished from UP, Tamil Nadu. Who’s getting benefit from the conflict in Kashmir? It’s the RSS, Pakistan and China,” he alleged.
He said Chhattisgarh was a rich state with minerals and alleged that “they (NDA) want to snatch your resources and they can’t do that till there is strife”. “In Chhattisgarh, the RSS and industrialists are getting benefits of conflict in Bastar,” he claimed.
