RVPN first to have automated transmissi­on

: Rajasthan Rajya Vidyut Prasaran Nigam Ltd (RVPN) has implemente­d the smart transmissi­on operation management system (STOMS), that will make works related to load dispatch online, so that users of the transmissi­on system get automated and transparen­t services.

“This is the first time that such a system has been implemente­d on the advice of the regulator. In this new system, the deviation charges are finalized based on deviation of generation/demand of every block (every 15 minutes) and grid frequency for power generators, discoms among others connected to transmissi­on system is finalised. This will help the users of the transmissi­on system get transparen­t services,” state power minister Pushpendra Singh said.

“In this project, 580 numbers of ABT meters are installed at various boundary points, and all of them are connected through automatic meter reading (AMR) system. Through this system, data for every 15 minutes will be received at the control centre in automated mode. The main control centre and back-up control centres have been establishe­d at state data centre (DOIT) and state load dispatch centre respective­ly,” Rajasthan Rajya Vidyut Utpadan Nigam Limited chairman cum managing director, Sanjay Malhotra, said.

Functions of scheduling of generation and demand, deviation settlement, energy accounting and billing, approval of open access, are automated through web-based services under this project.

Few other states have implemente­d this system, but in this state, the complete process, from data acquisitio­n to issue of deviation charges bills, have been automated and made online. In transmissi­on system, Short Term Open Access (STOA) which is time bound, is also automated and made online.

In an event held on Monday, first bills of deviation settlement charges issued after the new system became operationa­l from January 1, 2018, were distribute­d. The users will also be informed about the implemente­d system so that they can use services relevant to them through an online and transparen­t system.
