Traffic e-challans to be made effective

The system of issuing e-challan for violations of traffic rules was first implemente­d in the state in Jodhpur, but the experience of traffic police is not good with it.

Last year, traffic wing of Jodhpur police commission­erate issued 2241 e-challans, but only 178 people who violated traffic rules, have deposited the fine until now.

The e-challan scheme in Jodhpur was started on June 30, 2011. In addition to the CCTV footage, the city traffic police issues e-challan on the basis of photos clicked on mobile phone apps of those violating traffic rules on the city roads.

The e-challan is delivered to the traffic violators through the respective police stations but despite that 2,063 e-challans issued last year, remained unpaid.

Traffic violations, including use of black screens on vehicles windscreen­s and widows, triple riding on two-wheelers and speaking on mobile phone while driving attract fines.

The maximum number of fines has been imposed on people riding two-wheelers without helmets, city traffic police said.

“The e-challan is a notice, which is issued in the name of traffic violator and at times the delivery of the notice is delayed due to which the fine cannot be deposited on time,” said Ram Singh, assistant commission­er of police, traffic (east).

“In most cases, the e- challan could not be delivered as traffic violator changing their residence,” he said.

Besides, there are cases where the traffic violator has sold the vehicle to another person, Singh said.

Due to lack of awareness, people do not update the registrati­on of vehicle sale, so the e-challan cannot be delivered to the violator, he said.

“In a number of cases, e-challans are issued to motorists whose vehicles are registered in other cities and delivery of e-challan becomes a problem.”

In the last two months, the percentage of delivery of e-challan and fine deposit has improved and a separate cell has been created within the traffic wing, which is regularly monitoring e-challan disposals, he said.

After the Abhay command centre will be become operationa­l in the city, the e-challan system will be made more effective, Singh said.

He further said that major city neighbourh­oods and roads will be brought under CCTV surveillan­ce.

Besides additional manpower and technology will make traffic management easier in the city, he said.
