Panchayats in Raj get land conversion power
URGES CONGRESS TO PASS LAW USING THE ‘NUCLEAR OPTION IF NECESSARY’
Rajasthan has become the nation’s first state to give rural institutions such as panchayats the power to change the status of land, say from agricultural plot to commercial, state panchayati raj minister Rajendra Rathore announced on Monday.
He said this was done to strengthen these institutions financially and give impetus to commercial activity. The state government amended the Rajasthan Panchayati Raj Act of 1994 to authorise panchayati raj institutions (PRI) to separate and reconstitute land pattas, or title deeds.
Rathore told reporters that people living on land given by the panchayat or the state government till January 5, 2015 would be able to convert their land. The amendment will benefit 2.5 million landowners having pattas,

FOR BUSINESS PURPOSES: ~10 per sqm or 10% of the DLC rate (whichever is higher)
FOR INDUSTRIAL PURPOSES: ~5 per sqm or 5% of the DLC rate
FOR MEDICAL PURPOSES:
~10 per sqm or 10% of the DLC rate
he said.
According to the minister, the rural institutions will be able to convert residential land for commercial purposes, or for building schools, colleges, hospitals, and solar or wind parks.
He said this would encourage commerce, open new job avenues and strengthen panchayats that are largely cash-strapped and dependent on government funding. FOR PUBLIC PURPOSES: No fee up to 1000 sqm. After that ~5 per sqm or 5% of the DLC.

“Earlier in rural areas, there was no DLC (district lease committee) rate for commercial and industrial land. so land registration was on the basis of residential rate due to which there was revenue loss to the state government. Now clear rules have been framed and gram pachayats will be strengthened,” he said.
