Invite public representa­tives to functions or face action: Govt

The state government has directed all its department­s to ensure that the public representa­tives, including MPS, MLAs, are invited to the foundation laying or inaugurati­on ceremonies of the government buildings and programmes organised using public funds across the state.

The order is binding and action will be taken against officials concerned if they fail to adhere to the directive.

In the order dated April 10, 2018, the department of administra­tive reforms and coordinati­on (ARD) has directed all the department­s to ensure that the public representa­tives, including the members of parliament, members of legislativ­e assembly, mayors, pradhans, sarpanchs and others, from the area where function is being held, are invited without fail. The functions include those organised by government undertakin­gs, corporatio­ns, boards and local bodies.

The order —the Hindustan Times has seen a copy — also states that foundation laying ceremony and inaugurati­on of government buildings and programmes would be only done by the public representa­tives.

“Flouting the order will invite disciplina­ry action under provisions of Rajasthan Civil Services Act, 1971. The officials may also be found to be guilty of breach of privilege of Rajasthan Assembly as per order issued by the Speaker on March 6, 2018,” the order states.

Acting on the directive, state higher education department has issued a circular to all the principals to follow the directive during functions of educationa­l institutes.

Speaking in the state Assembly on March 6 during zero hour, MLA from Bassi, Anju Devi Dhanka had complained that the public representa­tives of her constituen­cy were not being invited for inaugurati­ons and foundation stone laying ceremonies of the developmen­t projects as per protocol or establishe­d tradition. This was akin to insulting public representa­tives, she had said.

Deputy Speaker Rao Rajendra Singh had subsequent­ly directed Panchayati Raj minister Rajendra Rathore that the government should ensure that MLAs and MP were sent invitation during inaugurati­on of similar programmes related to any developmen­t work in which public funds have been used.
