NOW PANCHAYATS GET RIGHTS TO TRANSFER LAND MUTATION DEEDS

Months before state goes to polls, the Vasundhara Raje government in Rajasthan has given the gram panchayats the rights of transfer and mutation of land deeds.

The government decision will benefit 295 panchayat samitis, and 46,229 villages that fall under 9,891 panchayats. Earlier, there was no provision to transfer land deeds at panchayat level.

Rural developmen­t and panchayati raj minister Rajendra Rathore said the gram panchayats can now transfer the land deeds by charging a nominal fee. The family members or successor of the land owner must submit the required documents to get land deed, sale deed or registered gift deed registered.

The minister said after the gram panchayat is satisfied with the documents submitted by the applicant, the proposal will be put in the panchayat meeting. It will be transferre­d after getting panchayat’s approval.

Rathore said directions have been issued to gram panchayats to maintain records of deeds in the format mentioned in Rajasthan Panchayati Raj rules 1966.

In another developmen­t, sources claimed that the urban developmen­t and housing department is working on issuing land deeds to people residing in hilly areas in cities. The land, however, should be of private ownership and not under forest area.

The department is also making amendments in the bylaws pertaining to mountain conservati­on. With this, constructi­on approval would be provided on maximum 20% of the total area.
