Housing board’s proposed PPP project fails to find any builders
JAIPUR: THE CM IN HER BUDGET SPEECH HAD ANNOUNCED TO BUILD 27,000 HOUSES IN PPP MODE UNDER THE HOUSING FOR ALL SCHEME
The Rajasthan Housing Board’s target to construct 26,964 houses in public-private partnership (PPP) mode has not been achieved yet as no developer is showing interest in them, officials admitted.
The housing board had recently invited bids from developers and builders and the last date of submission was July 10, but no developer came forward.
“The main reason for the failure (to get a bidder) is that the conditions are very stringent for the developers. For example, the developer has to pay the land amount within two years,” a senior official of the urban development and housing (UDH) department said on condition of anonymity.
“Another reason behind the builders not showing interest is that most of the land acquired by the housing board is in far-flung areas of the city, as land within the city is too expensive. But we are sure that we will soon get bidders for Mansarovar area.”
Chief engineer KC Meena said, “It is not necessary that there is a bidding on very tender. To construct these houses we have recently floated three more tenders and we will soon get developers to construct these houses.”
Seeing the slump in real estate, housing board officials had held a meeting with builders before floating the tender. Almost 40 builders present in the meeting gave suggestions for developer-friendly parameters of bidding, but all efforts went in vain.
Chief minister Vasundhara Raje in her budget speech had announced to build 27,000 houses in PPP mode under the Housing For All scheme. The housing board had mapped the land and completed legal formalities before the CM’s announcement.
As many as 3,000 flats were proposed in Pratap Nagar, Jaipur on 50,000 square metre area, 6,000 flats in Badli, Jodhpur on 1,00,000 square metre, 4,000 in Shahjahanpur, Bhiwadi on 67,000 square metre, 2,500 in Mahla area, Jaipur on 42,000 square metre; 8,000 in Vatika, Jaipur on 1,44,000 square metre, 228 in VT road, Jaipur on 6,800 square metre, 400 in Sector 14, Mansarovar area, Jaipur on 7,000 square metre, 600 in Aravali Marg, Mansarovar area on 15,000 square metre; 936 in Indira Gandhi Nagar and Sector 7, Jaipur on 14,140 square metre, and 1,300 flats in Aravali Vihar, Bhiwadi on 23,000 square metre.
After facing a ban of nearly two years on new housing projects, the housing board was provided relief a few months back by UDH minister Shrichand Kriplani who granted them permission to construct housing units under Mukhyantri Awas Yojana. The housing board was constituted to build houses on a no-profit-no-loss basis.
