Two arrested from Haryana for ATM fraud, 18 debit cards seized
JAIPUR: The J a i pur pol i c e arrested two men from Haryana on Sunday on the charges of cheating banks using debit cards.
“18 debit cards of various banks were seized from the possession of the two. The accused have been identified as Shakil Ahmed (18) and Jafruddin (40) of Nuh in Haryana,” said Manish Charan, station house officer of Vidhayakpuri police station.
Explaining the modus operandi of the duo, police said the gang collected debit cards from their friends and relatives and started duping banks.
“The duo targeted unmanned ATM centres. One of them would operate the ATM machine using a debit card. Right when cash was being dispensed into the dispenser, the second person would manipulate the machine to create a technical error,” Charan said.
He added, “One of them would cover the hidden web camera of the ATM with one hand and collect the cash ensuring that nothing was recorded in the camera. Later, the duo would spend a few moments near the ATM and act as if cash was not dispensed. They would then lodge a complaint stating that their amount has been deducted while their money has not been dispensed.”
On verification of the complaint, it would be found that the transaction failed because of technical error while dispensing cash. As per banking Ombudsman guidelines, the bank has to pay back the amount to the customer as he is the victim of a failed transaction.
“Taking this technicality as an advantage, the duo committed several such offences by using debit cards and claimed money from banks. This type of frauds are known as transaction reversal fraud,” said Charan.
Police are interrogating the duo and t r yi ng t o f i nd out whether there is a gang from their area involved in this kind of frauds.
A complaint was filed by a cooperative bank of Jaipur on Friday that unknown miscreants are doing ATM fraud. An FIR was lodged against unknown miscreants under section 420 (cheating), 120(B) (criminal conspiracy) of Indian Penal Code and sections of IT Act.
