DIFFICULTIES AND RECOMMENDATIONS
WSCC lacks basic facilities, such as toilets and drinking water, which should be ensured.
The funds for the centres are inadequate; and delay in release of funds hinders smooth working and proper utilisation of funds. The evaluation team recommends increase in funds and timely release.
The counsellors at the centres are provided Rs 8000 a month each, which is less and affects their working and stability on the post. The honorarium should be increased as per the eligibility.
It was found that despite data collection, uniformity and coordination could not be found in the information received at district and state level.
Lack of vehicle facility: In situation of emergency, for reaching women in distress or taking her to hospital, vehicle is required. To provide immediate relief to women, vehicle should be provided on priority.
The women beneficiaries are satisfied with counselling but legal and judicial processes are complicated and lengthy. The team recommends that for pending cases women be given guidance and assistance to ensure they don’t feel neglected in absence of information.
At many places, the centres have closed down due to administrative reasons and the women have to approach police stations, which is a hindrance to the successful implementation of the scheme. It is recommended that at such places the centres should be started in time.
The beneficiary women is empowered from counselling and guidance from the centres but aren’t financially helped. It is recommend that in future women should be connected with such organisations, which can encourage self-reliance through educational and business training.
It was observed that the women aren’t aware of rights and become victims of domestic violence. It is recommended that publicity, workshops, street plays etc should be held to create awareness about the centres
