Rights panel seeks police reply on Behror parade

JAIPUR: The Rajasthan State Human Rights Commission (RSHRC) directed state police chief on Tuesday to reply on the alleged human rights violation of 13 accused, who were paraded through a busy marketplac­e in undercloth­es in Alwar on Sunday.

In another developmen­t, a complaint against the parade was al s o registered by t he National Human Rights Commission (NHRC) on Tuesday.

In an order on Tuesday, the RSHRC sought opinion of the state government through additional chief secretary of home department, and said that the state government should not merely f orward t he DGP’S report.

SHRC chairman Justice Prakash Tatia said the commission is registerin­g a case in the said matter to get to all aspects of the incident at Behror police station in which several people armed with sophistica­ted weapons, including AK-47S, stormed into the police station to free Haryana’s most wanted gangster, Vikram alias Papla Gurjar, on September 6.

Bhiwadi police have arrested 20 people so far on the charges of helping Gurjar escape from the l ock- up. Thirteen of t hese accused were paraded for about kilometre through a Behror marketplac­e on Sunday, barefoot, with handcuffs and in undercloth­es.

Bhiwadi superinten­dent of police Amandeep Singh Kapoor said the parade was part of investigat­ion into the September 6 case.

Several people recorded the parade on their mobile phones and several of these videos began circulatin­g on social media on Sunday evening.

The SHRC order also sought police opinion on whether it was a crime to terrorise people through public acts of crime and terror, and should such people be persecuted for this, too, apart from the crime that they commit. The commission said the government needs to introspect on shortcomin­gs in law, if any, for restoring human rights of common people who feel terrified by such crimes.

In another developmen­t related to the case, a Bikaner man sent a complaint to the NHRC against the parade and sought action against Kapoor, who led the handcuffed accused on Sunday. Brijmohan Ramawat sent a complaint to NHRC on Tuesday. The NHRC assigned it diary number as 11782/IN/2019. However, the national commission­er has not taken action on the complaint yet.
