NGT panel seeks report on effluent plant by Sept-end

GURUGRAM: The National Green Tribunal-appointed monitoring committee, formed on the issue of cleaning of Yamuna, on Monday sent a notice to the regional office of the Haryana State Pollution Control Board, seeking current operationa­l status of the Manesar-based common effluent treatment plant.

The Manesar plant is the only effluent treatment plant for industries in Gurugram.

The notice has asked officials to conduct fresh inspection of the CETP with regards to parameters such as mix liquor suspended solids, dissolved oxygen level, quantifica­tion of sludge and operationa­l efficacy of online monitoring device.

As per the notice, the inspection report should be submitted to the NGT in a week.

The HSPCB i s t he nodal authority to check treatment parameters of effluent/sewage from time to time and issue directions to custodian authority of effluent treatment plants and submit updated report or status to the NGT through the monitoring committee.

“In pursuant to the orders of t he NGT, y o u a r e he r e b y requested to submit inspection report of CETP/STP and the basis of inspection should be specifical­ly on operationa­l efficacy of the system including quantifica­tion of suspended solids, level, dissolved oxygen level in Aeration Basins, quantifica­tion of sludge generated daily and operationa­l efficacy of online monitoring device installed at inlet and outlet plants. The inspection report should be sent within seven days,” said the notice.

The NGT had appointed a monitoring committee on the cleaning of river Yamuna in September last year. As per the committee, Haryana discharges roughly 150 million litres daily untreated effluent/sewage into Yamuna and that is NGT’S real concern.

“During our last inspection in June, we found Manesar CETP and Dhanvapur based sewage treatment plant functionin­g poorly and we reported the same to the NGT. On September 14, we sent notice to HSPCB to reply in seven days but did not receive any reply. We sent a reminder on Monday to reply by month end,” said Dr PK Das, member of the committee. The regional office of HSPCB said that it has sent notice to the GMDA, which is the custodian authority. “We have already sent notices to the custodian authority of CETP/STP regarding poor functionin­g of the plants,” said Shakti Singh, regional officer, HSPCB.THE GMDA said it follows the direction of the NGT. “We have formed an enforcemen­t team to check illegal connection­s to drains and sewer network. We are also planning to improve treatment quality of STPS,” said Lalit Arora, GMDA chief engineer.
