State tops in economic offences in the country

JAIPUR: Rajasthan tops the country in the number of economic offences, as per the National Crime Records Bureau (NCRB) report for 2017.

The state also continues to be among the states with highest crime rates i n t he country against women, SCS and STS.

While the total crime rate in Rajasthan has gone down in 2017 as compared to 2016, but the state still records a high crime rate against weaker sections such as women, children, scheduled castes (SCS) and scheduled tribes (STS), states the Crime in India 2017 report, published by the NCRB annually.

The report shows that Rajasthan is at second spot in the country in crimes against STS. The state recorded 984 crimes against STS in 2017 as compared to 1,195 cases in 2016 and 1,409 in 2015.

While the absolute numbers of c r i mes a g a i n s t S Ts h a v e declined, Rajasthan witnesses 13.8 percent of the all India share of crimes against them. Madhya Pradesh tops in crimes against STS with 2,289 cases, while Odisha is at third spot with 700 cases.

While Rajasthan continues to have a high crime rate in traditiona­l areas, it has also topped the country in economic offences. The state recorded 21,645 cases of economic offences in 2017, which were highest in the country and accounted for 14.5 percent of the economic crimes nationally. The absolute numbers, however, declined from 2016 when the cases registered were 23,589 and 2015 when 27,071 cases were recorded.

The total number of crime cases declined to 245,553 in 2017 from 251,147 in 2016 and 262,176 in 2015, the report states. Rajasthan’s share to the all India share of crime cases is 4.9 percent, putting the state at eighth spot.

The number of violent crimes in the state has risen marginally to 16,328 in 2017 as against 16,223 in 2016.

The figure for 2015 was 16,991, the report states. Rajasthan has a 3.8 percent share in the all India crime rate.

Rajasthan is still at third spot in the country in number of rapes with 3,305 cases registered in 2017. Madhya Pradesh tops in the number of rapes at 5,562, followed by Uttar Pradesh at 4,246.

However, the overall crimes against women have declined. Rajasthan slipped to fifth spot in the country in the number of crimes against women. In 2015 and 2016, Rajasthan was at fourth spot. The total number of crimes against women in 2017 stands at 25,993 as against 27,422 in 2016 and 28,224 in 2015, the report reveals. Rajasthan still accounts for a 7.2 percent of the crimes against women nationally.

In 2015, the state recorded 28,224 crimes against women. UP had t he maximum c r i mes against women at 35,908, followed by Bengal at 33,318 and Maharashtr­a at 31,216.

In 2016, UP topped the list with 49,262 cases, followed by Bengal with 32,513 cases, Maharashtr­a with 31,979 and Rajasthan with 27,422 cases.

In 2017, UP still has the maximum cases at 56,011, followed by Maharashtr­a at 31,979, Bengal at 30,992, Madhya Pradesh at 29,788 and Rajasthan at 25,993.

With regard to crimes against children, while Rajasthan does not have a high rate of crimes against children, the number of cases has risen as compared to 2015 and 2016.

In 2017, 5,180 cases of crimes against children were registered as against 4,034 in 2016 and 3,689 in 2015. The state accounts for 4 percent of the crimes against children in the country.

However, with regard to child labour, Rajasthan stands at second spot in the country with 99 cases. Maharashtr­a has the maximum cases in the country at 130, while Karnataka is at third spot with 72 cases.

Rajasthan is at fourth spot in the country with regard to crimes against SCS with 4,238 cases in 2017, accounting for 9.8 percent of the crimes nationally. The number of cases declined in the state as compared to the past two years. In 2016, there were 5,134 cases and in 2015 there were 5,911 cases.

Uttar Pradesh has the highest crime against SCS with 11,444 cases, followed by Bihar with 6,747 cases and Madhya Pradesh with 5,892 cases, the report says.

Gulab Chand Kataria, home minister in the previous BJP government, said the decline in the overall crime rate was due to the hard work put in by the BJP government.

“We did continuous monitoring of the police force. We had started a system of grading police stations with regard to the crime situation and the disposal of crime cases which created some competitio­n and led to improvemen­t,” he said.

Kataria said he used to review the crime situation with senior officials each month and also visited three or four districts each month and reviewed each police station there. “It is not easy to reduce IPC crimes but in our government we succeeded in reducing it each successive year,” said Kataria.
