Govt plans to hire experts for instant, direct communicat­ion

JAIPUR: Rajasthan government is planning to hire profession­als who would work on media management and digital content creation and management and search engine optimizati­on among other things.

The Department for Informatio­n Technology and Communicat­ion has issued a request for proposal (RFP) for selection of agency for mass media network platform management with an estimate procuremen­t cost of Rs 22 crore.

The RFP states that the government wants to draw advantages from the Digital Mass Media Network Platforms (DMMNP), which are technology driven and popular among the masses to communicat­e instantly and directly with the people of the state in a highly effective and transparen­t manner. These platforms help in making networking and engagement with the public simple and powerful. It also helps in making faster research, providing mechanisms for understand­ing sentiments, quick communicat­ions at the times of crisis and measuremen­t of public sentiment to help in forming the public policy.

The department of Informatio­n Technology and Communicat­ion does Mass Media Network Platforms management for multiple government department­s and intends to select a profession­al and experience­d premium network media agency to manage various activities including, but not limited to, network media management, listening, promotions, digital content creat i on and management and search engine optimizati­on.

The guiding principles of E5 — Excellence for DMMNP — will be engagement (and listening), education, efficiency, earnestnes­s and experience.

Earlier in November, the government had invited bid to hire a public relation firm to establish an appropriat­e and effective communicat­ion system for projecting the government’s goals, aspiration­s, programs, activities and policies. This was probably for the first time, Ashok Gehlot led Congress government is hiring for PR firm, other than the government own Department of Informatio­n and Public Relations (DIPR).

According to the bid document, the objective to hire PR is to devise a PR strategy in order to communicat­e all the initiative­s pertaining to employment generation, education, healthcare, effective administra­tion etc. to reach the last man of the State and beyond.

WORK EXPECTED FROM THE SELECTED AGENCY Sentiment Analysis, Media Tracking, Mass Media Network Platform Listening, Monitoring and mentions tracking.

Create and maintain Social Media Accounts (handles) in English and Hindi (with Rajasthani Dialect wherever possible) on various popular Digital Mass Media Network Platform, such a s Facebook , I nst a g r a m, Linkedin, Twitter, Youtube, Whatsapp, Telegram, Signal Pinterest and Snapchat.

Study and analyse the existing digital outreach strategies;

Creation and execution of Digital Outreach plan for Rajasthan State Government and build the citizen personas among other things.
